On November 15, HISA conducted its second virtual Town Hall. Following the <a href="https://hisaus.org/news/hisa-town-hall-replay-answering-your-admc-questions">inaugural Town Hall in September</a> focused on answering racing participants’ questions about HISA’s Anti-Doping and Medication Control (ADMC) Program, HISA and HIWU leadership hosted a second Town Hall on the same topic to provide another opportunity to answer key questions. HISA CEO Lisa Lazarus, Horseracing &amp; Integrity Welfare Unit (HIWU) Executive Director Ben Mosier, and HIWU Chief of Science Dr. Mary Scollay took questions on topics ranging from recent proposed changes to HISA’s ADMC rules, to the Atypical Findings Policy, to the origins of HISA’s partnership with Drug Free Sport International.

The Horseracing Integrity and Safety Authority, Inc. (“HISA”) has established a pro bono program to assist eligible Covered Persons alleged to have committed an Equine Controlled Medication Violation or Equine Anti-Doping Rule Violation under HISA’s Anti-Doping and Medication Control Program (the “Covered Person Pro Bono Program”). The Covered Person Pro Bono Program is designed to match Covered Persons who are financially unable to secure legal representation with volunteer attorneys who have agreed to provide legal services without any expectation of compensation.
DO I QUALIFY FOR A VOLUNTEER ATTORNEY?
To be eligible for a volunteer attorney, you must meet these requirements:
<ol>
<li style="text-align: left">Type of Case
<ul>
<li style="text-align: left">The Horseracing Integrity and Welfare Unit (“HIWU”) has alleged that you committed:
<ul>
<li style="text-align: left">An Equine Controlled Medication Violation; or</li>
<li style="text-align: left">An Equine Anti-Doping Rule Violation.</li>
</ul>
</li>
</ul>
</li>
<li style="text-align: left">Income and Assets
<ul>
<li style="text-align: left">Your annual household adjusted gross income is $75,000 or less; AND</li>
<li style="text-align: left">You have no significant liquid assets (Liquid assets include funds that are in the form of cash or can be quickly converted to cash, and investments capable of being quickly converted to cash without significant loss. Liquid assets do not include your residence or retirement account(s).</li>
</ul>
</li>
</ol>

Submitting an application to the Covered Person Pro Bono Program has no impact on your pending case, and all case deadlines and dates remain in place and are not extended by the filing of an application unless an extension is requested and granted by HIWU.

Effective July 8, 2024 – Additional Information about Intra-Articular Injections
Rule 2271(a) reads:
(11) except as set forth in Rule 2271(a)(12), any Covered Horse treated with any intra-articular injection of any joint shall not be permitted to perform a Workout for 7 days following treatment or participate in a Covered Horserace for 14 days following treatment.
(12) notwithstanding Rule 2271(a)(11) and Rule 4222, any Covered Horse treated with any corticosteroid intra-articular injection of the metacarpophalangeal or metatarsophalangeal joint shall not be permitted to perform a Workout for 14 days following treatment or participate in a Covered Horserace for 30 days following treatment.
Further, Rule 4224 reads: “Intra-articular injections of polyacrylamide hydrogels are prohibited within 180 days prior to Post-Time.”
The prohibitions in Rule 2271(a)(11) and (12) apply to substances injected into any articular space, including, but not limited to, the following:
<ul>
<li>Orthobiologics (such as IRAP, PRP, stem cell therapy)</li>
<li>Corticosteroids (such as betamethasone, triamcinolone, isoflupredone)</li>
<li>Hyaluronic Acid (HA) products (such as Legend I.A., Hy-Visc, Hylartin)</li>
<li>Antibiotics</li>
<li>Medical devices (such as Spryng)</li>
<li>Anesthetics (such as mepivacaine)</li>
</ul>
The intra-articular administration of any Banned Substance, such as stanozolol, constitutes an Anti-Doping Rule Violation.
These stand-down times do NOT apply to injections in or around the following structures:
<ul>
<li>Sacro-iliac areas</li>
<li>Bursae</li>
<li>“Splints”</li>
<li>Proximal suspensories</li>
<li>Tendon sheaths</li>
<li>Epaxial muscle</li>
</ul>
Injections in or around these structures will be regulated through testing under HISA’s Anti-Doping and Medication Control Program.  For many of these administrations, a withdrawal interval greater than 14 days may be necessary to avoid detection in a treated horse’s collected sample.

Letter to Equine Veterinarians - July 5, 2022

The Authority has received requests for clarification about what is currently permitted and what is prohibited by Rule 2271(d).
&nbsp;
For Covered Horses, as of July 1, 2022:
<ul>
<li>NO pin-firing or freeze-firing of shins. </li>
<li>NO topical application of blistering agents, vesicants, or counter-irritants to any structures</li>
<li>Pin-firing and freeze-firing of other structures IS permissible, though practitioners should note aftercare regimens for pin-firing cannot include blisters/vesicants/counter-irritants.</li>
</ul>
For this year’s two-year-olds (foal crop of 2022), if firing is performed on a horse prior to becoming a Covered Horse*, the practitioner should provide documentation of the date the procedure was performed. That documentation should travel with the horse and be uploaded to the horse’s HISA portal once the horse becomes Covered. Failure to provide such documentation could lead to the horse not being permitted to race.
Practitioners should note that firing shins is currently a prohibited practice on Covered Horses regardless of the horse's age and could subject them or their clients to an enforcement action. 
Please note that the Authority has submitted to the Federal Trade Commission (“FTC”) a proposed modification to Rule 2271 that, if approved by the FTC, will, beginning with the foal crop of 2023 (next year’s two-year olds), prohibit horses from participating in a Covered Horserace or a Timed and Reported Workout if there is evidence that (1) their shins have been pin-fired or freeze fired; or (2) any structure on their body has been pin-fired.
*A horse becomes a Covered Horse at the time it performs its first published work, as reported by Equibase.
