Covered Person Pro Bono Program
The Horseracing Integrity and Safety Authority, Inc. (“HISA”) has established a pro bono program to assist eligible Covered Persons alleged to have committed an Equine Controlled Medication Violation or Equine Anti-Doping Rule Violation under HISA’s Anti-Doping and Medication Control Program (the “Covered Person Pro Bono Program”). The Covered Person Pro Bono Program is designed to match Covered Persons who are financially unable to secure legal representation with volunteer attorneys who have agreed to provide legal services without any expectation of compensation.
DO I QUALIFY FOR A VOLUNTEER ATTORNEY?
To be eligible for a volunteer attorney, you must meet these requirements:
- Type of Case
- The Horseracing Integrity and Welfare Unit (“HIWU”) has alleged that you committed:
- An Equine Controlled Medication Violation; or
- An Equine Anti-Doping Rule Violation.
- The Horseracing Integrity and Welfare Unit (“HIWU”) has alleged that you committed:
- Income and Assets
- Your annual household adjusted gross income is $75,000 or less; AND
- You have no significant liquid assets (Liquid assets include funds that are in the form of cash or can be quickly converted to cash, and investments capable of being quickly converted to cash without significant loss. Liquid assets do not include your residence or retirement account(s).
HOW DO I APPLY FOR A VOLUNTEER ATTORNEY?
To apply for assistance, you must electronically submit the following to Jim Gates, HISA’s Chief Financial Officer, at Jim.Gates@hisaus.org:
- HISA’s Application for Pro Bono Services
- The application is available online here.
- Your Most Recent IRS Form 1040 (redacted)
- Social Security number(s) must be redacted from this form.
Information and documents submitted in connection with your application will only be used to determine whether you are eligible for pro bono services under this Program. The documents will be destroyed at the conclusion of the eligibility determination.
WHAT HAPPENS TO MY CASE DURING THE APPLICATION PROCESS?
Submitting an application to the Covered Person Pro Bono Program has no impact on your pending case, and all case deadlines and dates remain in place and are not extended by the filing of an application unless an extension is requested and granted by HIWU.
